Before joining YSU, Chuck served as the associated director and attorney for a federally sponsored civil rights and educational equity technical assistance center at the University of Michigan. In this role, he worked with more than 80 school districts on issues of racial segregation, gender equity and educational opportunities for ELL and students with disabilities. Client districts ranged from large ones such as Detroit, Chicago and Cincinnati to a host of middle-size districts serving diverse student populations. He has edited or co-edited a dozen monographs on legal and educational equity issues and prepared studies used in federal courts responsible for evaluating school districts' satisfaction of their federal constitutional and statutory obligations to ensure equal educational opportunities.
As a graduate faculty member at Michigan and now at YSU, Chuck's teaching and research revolves around the intersection of law, educational policy and change in complex organizations. He has been recognized as one of Ohio's outstanding faculty and authored more than 40 book chapters and peer-reviewed articles on a variety of emergent legal issues confronting school leaders at the building and district level. Chuck's current research and writing explores issues of child abuse, neglect, school safety and accountability for mass school shootings among other issues. His interest in child protections has not only been academic; for a number of years he served as a guardian ad litem for abused and neglected in a county in northeast Ohio.

Here's a link to a recent article entitled, "Liability for Mass School Shootings: Lessons from Columbine, Virginia Tech and Sandy Hook." The article was relied on heavily for an article in the aftermath of Parkland in "Ed Week"

What do you want students to take away from your classes?
The Legal and Ethical Issues in Public Administration course teaches aspiring administrators how to analyze the myriad of conflicts they may encounter and identify the legal issues relevant to their resolution. They also learn how to apply legal principles to various situations and explain the educational as well as the legal rationale for the difficult decisions they may have to make.
What advice would you give to those considering this online M.S.Ed. – Educational Administration (With Principal Licensure Option) program?

What do you think is the biggest challenge that teachers and educators face today?
There is no more challenging job than the building-level leader who may wear the hats of an instructional leader, a social worker, a detective, a family counselor and an ombudsperson responding to complaints from multiple stakeholders.
Why did you start teaching?
Litigation is an often inefficient way to bring about change. Teaching aspiring administrators about the law and means of integrating due process and educational equity into their administrative practice serves all stakeholders well.
